ADR Compliance Explained: What Industrial Operators Need to Know


The transport of hazardous materials by road is one of the most heavily regulated activities within the industrial and logistics sectors. The Accord Dangereux Routier — commonly referred to as ADR — is the principal international framework governing this activity across Europe and many global jurisdictions. For industrial operators, waste managers, and logistics contractors involved in the movement of chemical, biological, or otherwise hazardous liquid materials by vacuum tanker, ADR compliance is not discretionary. This article provides a technically rigorous overview of the key ADR requirements relevant to vacuum tank operations.


What Is ADR?


ADR is a United Nations-sponsored European Agreement Concerning the International

Carriage of Dangerous Goods by Road, first implemented in 1957 and updated on a biennial basis. It is incorporated into UK domestic law via the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (CDG 2009, as amended), and applies to the transport of substances classified under the UN Dangerous Goods classification system. ADR classifications relevant to vacuum tank operations typically include Class 3 (flammable liquids), Class 6.1 (toxic substances), Class 8 (corrosive substances), and Class 9 (miscellaneous dangerous substances), though the specific classification depends on the chemical composition and physical properties of the material being transported.


Key ADR Requirements for Vacuum Tank Operations


The following areas constitute the primary compliance obligations for operators using vacuum tankers to transport classified dangerous goods:


1. Tank and Vehicle Certification


Vacuum tanks used for ADR transport must be constructed, tested, and certified in accordance with ADR Chapter 6.8 (requirements for fixed tanks, demountable tanks, and battery vehicles). This includes periodic inspection every 2.5 years and exceptional inspection following any incident affecting tank integrity. Tanks must bear appropriate ADR approval markings indicating the permitted substances and pressure parameters.


2. Driver Certification


Any driver transporting classified dangerous goods must hold a valid ADR vocational training certificate (ADR licence) appropriate to the class of goods being carried. Tank vehicle operations require a specific tank endorsement. Certificates must be renewed every five years. Operators have a legal obligation to ensure drivers hold current, valid certification before committing a load.


3. Documentation Requirements


Each consignment of dangerous goods must be accompanied by a transport document

(consignment note) containing the UN number, proper shipping name, hazard class, packing group, total quantity, and the consignor's and consignee's details. A written instruction (Tremcard) must also be provided in the driver's language and in the languages of all countries through which the vehicle will pass.


4. Marking and Labelling


Vehicles carrying dangerous goods must display orange hazard identification plates (Kemler plates) at the front and rear, showing the hazard identification number and UN substance number. Appropriate hazard diamond labels must also be affixed to the tank. Unmarked vehicles transporting classified materials constitute a serious regulatory breach.


5. Safety Equipment


ADR mandates the carriage of specified safety equipment including fire extinguishers

(appropriate to the load class), personal protective equipment, chocks, warning triangles, and eye-wash solution. The exact specification depends on the substance being transported and the tunnel restriction codes applicable to the route.
